The Vlora Airport Was Meant to Open This Summer. Has the Delay Changed What Your Albanian Riviera Property Is Worth?

A number every Riviera listing has been quoting for two years

You are looking at a listing on the Albanian Riviera, and the agent mentions the new airport. Vlora International Airport, ten kilometres from the city, is meant to cut the drive down from Tirana out of the journey entirely and open the coast to direct flights from Zurich, Milan and beyond.

Analysts have priced that promise into the market for two years. Investropa's 2026 forecasts put the expected uplift in Riviera property values at 15 to 25 percent once the airport opens, and central Vlora already trades at roughly 1,300 to 2,500 euros a square metre, averaging near 2,100 euros in the most sought after streets, according to Realting and Globihome's 2026 market guides.

That number is quoted with confidence in almost every listing on the coast. It depends on one thing actually happening on schedule. As of August 2026, it has not.

What the airport actually is, and what it still is not

The physical project is real and largely finished. Vlora International Airport has a 3.2 kilometre runway long enough for wide body aircraft such as the Boeing 777 and Airbus A330, a terminal built for more than a million passengers a year, and Munich Airport as its operating partner, according to Centre for Aviation and TripLinkHub profile data. It sits close enough to the coast to cut the drive south by more than three hours compared with routing through Tirana.

What it is not, as of this writing, is certified to fly a single commercial passenger. The runway and terminal are reportedly close to complete. The paperwork and legal status behind them are not, and that gap is the entire story.

Three missed deadlines and a shareholder fight

The airport's opening date has moved three times, and the reason each time has been the same dispute.

• End of 2024, the original commissioning deadline under the concession contract, missed.
• Summer 2025, the first revised target announced by the government, missed.
• End of February 2026, the final contractual completion deadline, missed, triggering a penalty clause.
• 27 May 2026, Albania's Supreme Court restored majority shareholder MABCO Constructions's administrative and voting control over the project, ending months of legal deadlock, according to Albanian Daily News and Gazeta Express.
• June 2026, Albania's Ministry of Infrastructure issued the concessionaire a 30,000 euro fine for the delay, according to SeeNews.

What the court ruling fixed, and what it did not

Behind those dates sits a fight between the project's two shareholders. MABCO Constructions, a Swiss company linked to businessman Behgjet Pacolli, holds 98 percent of the concession. Local partner 2A Group holds 2 percent, and asserted a claim to a far larger stake, close to half, based on a share transfer agreement MABCO disputes. The fight froze site management for months and at points involved police at the construction gate, according to reporting by The Traveler.

The Supreme Court's ruling in May cleared MABCO to resume managing the site, and construction reportedly restarted soon after. It did not certify the airport to operate. Certification is a separate regulatory step, and no date for it has been confirmed.

The gap between an airline's schedule and an airport's actual status is not hypothetical here. Swiss carrier Chair Airlines announced a Zurich to Vlora route due to start on 26 June 2026. That date has passed. The airport was not open to receive it.

EU Reporter described the standoff, in a July 2026 analysis, as a live test of investor confidence during Albania's EU accession process, not just an airport story. That framing is worth taking seriously if you are relying on this specific piece of infrastructure to move the value of a specific property.

What this means for a purchase on the Riviera now

None of this is a reason to avoid the Albanian Riviera. The coast draws visitors and buyers on its own merits, airport or not, and Tirana's existing airport already connects the region to most of Europe, with an extra few hours on the road.

It is a reason to separate two things that get sold as one. The property in front of you, its title, its rental evidence, its price against comparable sales, is a fact you can verify this month. The 15 to 25 percent uplift attached to an airport that has missed three deadlines is a forecast, and forecasts move their own delivery date without asking the buyer first.

Illustratively, a buyer who pays a premium today on the assumption the airport opens within a year is paying now for a return that may arrive later than planned, or later still. The property should work on its own numbers before that premium is added, not because of it.
