Buying Property in Albania as a Foreigner? Check the Title Before You Check the View

Albania’s coast is growing fast. The paperwork behind that growth rarely makes the brochure.

A coastline growing faster than the paperwork

Albania’s coast is having a moment. Foreign buyers now make up roughly 24 percent of property transactions there, and towns like Sarande and Vlore recorded price growth of 25 to 58 percent in 2025, according to Investropa’s 2026 market data.

Average prices sit near 1,600 euros per square metre, a fraction of comparable coastline in Spain or Portugal. Net yields run typically 4 to 6 percent, before costs.

Growth like that draws attention. It also draws buyers who fall in love with a sea view before they ask who actually owns the land beneath it.

Why Albania’s title history is different

Albania’s land was state owned for decades before it was returned to private families after 1991. That restitution process was not clean.

Some coastal plots carry more than one legal claim, left over from the handover period. A sale contract can look complete while the record at the State Cadastre, the actual land registry, tells a different story.

This is not a reason to avoid Albania. It is a reason to check the paperwork with the same attention you give the view.

The Albania title deed check that actually protects you

A sale contract is not proof of ownership. It is a promise that still needs to be verified against the record.

We do not let a client wire a deposit on an Albanian property until an independent lawyer has verified title at the State Cadastre directly, not just read the contract. It takes days, not months.

That step has stopped deals we would otherwise have recommended. A property can look right in every other respect and still fail this one check.

What Albania cadastre verification actually involves

The State Cadastre is Albania’s land registry. It records who legally owns a plot, any competing claims against it, and any restrictions attached to the title.

Verification means an independent lawyer, working for the buyer and nobody else, confirms the seller’s name matches the registry, checks for competing claims left from the restitution period, and confirms the plot boundaries match what is actually being sold.

None of this replaces the normal legal conveyancing process. It comes before it, as the question that decides whether the rest of the process is even worth starting.

Spotting the pattern behind most Albania property scams

Most problems we see in Albania are not outright fraud. They are timing pressure. A seller in a hurry, a deposit requested before the paperwork is settled, a verbal assurance that the registry check is just a formality.

The paperwork is never a formality. Growth on the Albanian coast is real. So is the history behind who owns it.
