Buying Property in Portugal as a Foreigner? The 2026 Tax Change Nobody Puts in the Listing

Portugal moved non-resident buyers onto a flat 7.5 percent transfer tax. The listing price did not change. Your real cost did.

The rule changed. The listings did not.

From 2026, Portugal applies a flat 7.5 percent IMT, the municipal transfer tax, to most residential purchases by non-residents. Under the old progressive scale many buyers paid roughly half that.

The listing you are looking at today shows the same price it showed last year. What changed is what the purchase actually costs you on completion day.

Most non-resident buyers will only discover the difference when their lawyer presents the completion statement. That is the wrong moment to learn it.

What buying in Portugal actually costs a foreign buyer now

The purchase price is the start of the arithmetic, not the end of it. On a standard resale purchase, a non-resident buyer should plan for the following on top of the price.

  • IMT transfer tax, now a flat 7.5 percent for most non-resident residential purchases.
  • Stamp duty at 0.8 percent of the declared value, payable at the deed.
  • Notary, registration and legal fees, commonly 1 to 2 percent all in.
  • IMI, the annual municipal property tax, at 0.3 to 0.45 percent of the taxable value for urban property, every year you own it.

The exemptions are real, and they are conditional

The flat rate is not the whole story. Buyers who become Portuguese tax residents within two years of the purchase can escape it. So can buyers who let the property on qualifying moderate long term leases.

Each exemption has conditions attached, and the conditions decide the outcome. Whether you genuinely intend to relocate, and when, is now a tax question worth several percent of the purchase price.

That is exactly the kind of question to settle in writing before a deposit, not after.

The Golden Visa property route is gone. The residency question is not.

Portugal removed real estate from its Golden Visa programme in October 2023. Buying a property in Portugal no longer supports a Golden Visa application, whatever an older article or an enthusiastic agent suggests.

The programme itself continues through other routes, including regulated investment funds, subject to criteria that keep shifting. Residency planning and property buying are now two separate decisions in Portugal.

Anyone selling you both in one package is describing the rules as they were three years ago.

What the yield looks like after the new arithmetic

Total acquisition costs for a non-resident now commonly reach 8 to 10 percent of the purchase price. A property bought for 400,000 euros can cost you close to 440,000 before it earns a night of rent.

That gap moves your true entry price, your net yield and your break even point on any future sale. A gross yield in a listing does not know any of this happened.
